Cognitive Load Theory: Why Onboarding Flows Have a Ceiling Nobody Designed For

In 1956, the psychologist George Miller published a paper that keeps getting misquoted in product meetings. “The Magical Number Seven, Plus or Minus Two” is usually cited as proof that people can hold about seven things in their head at once. What Miller actually found is narrower and less flattering: working memory juggles a small number of chunks of information at a time, somewhere between five and nine, before something falls out. Newer research puts the real number closer to four. Either way, it’s a hard ceiling, not a motivation problem.

That matters for a reason product teams rarely say out loud. Every field on a signup form, every unfamiliar term in a lesson, every decision inside an onboarding flow draws from that same small budget. A twelve-field registration form doesn’t just annoy people. Past a certain point it exceeds what a person can hold in mind while filling it out, and the drop-off that follows looks exactly like low motivation. It isn’t. It’s a full working memory, mid-task, with nowhere left to put the thirteenth thing.

Three kinds of load, and only one of them is the enemy

Cognitive load theory splits mental effort into three categories, and the distinction is the whole point. Intrinsic load is the actual difficulty of the material or task itself. Learning algebra has intrinsic load. Filling in your legal name has almost none. You can’t remove intrinsic load without removing the thing being learned.

Extraneous load is everything else: bad field ordering, unclear labels, a form that asks for your job title before it asks your name, a lesson that introduces three new terms in one paragraph when one would do. Extraneous load can and should be removed, because it isn’t buying anyone anything.

Germane load is the productive kind. It’s the real effort of connecting a new idea to what you already know, and it’s the only kind of load you actually want someone spending their limited budget on.

Most failed onboarding flows and most badly designed lessons make the same mistake: extraneous load dressed up as if it were intrinsic. A form that’s hard to fill out because of its own design gets waved off as “well, signing up takes a minute.” A lesson that’s confusing because of poor sequencing gets chalked up to “the material is just advanced.” Neither excuse survives contact with a redesign that removes the actual friction and leaves the real difficulty untouched.

The activation action might be measuring the wrong thing

This has a direct, uncomfortable implication for Activation Rate, which argued that a defined first action, done within a short window, is the strongest signal a new member will stick. That’s still true. But it’s worth asking what the defined action is actually made of. If crossing the activation line requires a new member to hold five sub-steps in mind at once, some of what you’re measuring isn’t interest. It’s cognitive tolerance. Two people can want the same outcome equally and produce different activation numbers purely because one of them hit the load ceiling and the other didn’t.

The fix isn’t a simpler product. It’s chunking: breaking one large decision into several small ones, each small enough to fit inside working memory on its own, with the next one appearing only after the last is done. A course fighting two ceilings at once

The course-design version of this is quieter but costs more. A lesson delivered while cognitive load is already maxed out doesn’t just feel hard in the moment. It doesn’t get encoded well in the first place, which means it’s fighting cognitive load theory and the forgetting curve at the same time, and losing to both. A student who’s holding four new terms and a new interface in their head while trying to also learn the actual concept isn’t struggling with the concept. They’re out of room before the concept even arrives. What gets forgotten fastest usually isn’t the hardest material in a course. It’s whatever showed up the moment working memory was already full.

This is why “just explain it more clearly” so often fails to fix a confusing lesson. Clarity doesn’t help if the problem was never comprehension. The fix is sequencing: one new idea at a time, practiced before the next one arrives, so germane load has room to do its actual job instead of competing with extraneous load for the same four or five slots.

More encouragement doesn’t fix a full working memory

The most common wrong fix for a struggling onboarding flow is more motivation: a friendlier headline, a progress bar, a line explaining why this step matters. All of that is worth having, and none of it addresses the actual bottleneck. Motivation decides whether someone is willing to try. Working memory decides whether the attempt succeeds once they’re already trying. A person can want to finish your signup form quite badly and still run out of processing capacity partway through it, and no amount of encouraging copy adds slots back to a system that’s already full.

This is the trap behind a lot of well-intentioned course redesigns, too. An instructor notices students stalling on lesson four and responds by adding a pep-talk video at the top: “you’ve got this, stick with it.” If the actual problem is that lesson four introduces four unfamiliar terms while also asking students to apply a concept from lesson two they haven’t fully absorbed yet, the pep talk changes nothing measurable. The students who were going to push through anyway watch the video. The students who were about to hit the ceiling still hit it, just a few minutes later and slightly more discouraged, because now the tone told them this should feel manageable and it didn’t.

The useful question isn’t “how do we make people want to finish this more.” It’s “how many things does a person have to hold in mind at the exact moment they’re most likely to quit.” That number is measurable, in a way motivation never quite is, and it’s the one that actually moves.

The tell that you’ve actually fixed it

You can’t ask someone whether a form felt like too much, because by the time they’ve abandoned it, they’ve usually stopped being able to say why. Drop-off at a specific step, not a specific field, is the real signal: a spike right after step three of a five-step flow means step three is where the ceiling got hit, not that the whole flow is too long. The honest fix is almost always smaller and more boring than a redesign. Move one field later. Split one screen into two. Cut one term the lesson didn’t actually need yet. None of that reads as impressive work, and that’s usually a good sign it’s the right work.
